남부권 최대 10% 인하…전국 단일 산업용 전기요금 손질_我的网站

A |     핵심요약전국 11개 지역으로 세분화해 산업용 요금 차등발전원 밀집 지역 kWh당 최대 18원 인하지역별 도매가격제 도입 등으로 한전 부담 완화                   기후에너지환경부 제공정부가 비수도권의 산업용 전기요금을 1kWh(킬로와트시)당 최대 18원 낮추는 '산업용 지역별 전기요금제' 초안을 공개했다. 수도권 요금을 별도로 올리지 않고 비수도권 요금을 낮춰 전력 다소비 기업의 지방 이전을 유도한다는 구상이다.기후에너지환경부와 한국전력공사는 26일 서울 영등포구 한전 남서울본부에서 공청회를 열고 이 같은 내용의 산업용 지역별 전기요금제 설계안을 공개했다. 2024년 6월 분산에너지 활성화 특별법이 시행된 지 2년 2개월 만이다.개편안의 핵심은 산업용 전기요금을 계산할 때 '지역별 조정요금' 항목을 추가하는 것이다. 현재 산업용 전기요금은 기본요금과 전력망요금, 기후환경요금, 연료비조정요금 등을 더해 지역에 관계없이 동일하게 부과한다. 지역별 조정요금이 도입되면 전기를 사용하는 지역에 따라 산업용 전기요금이 달라진다.                   기후에너지환경부 제공정부는 전국을 송전망 연결 구조와 지역균형발전 등을 고려해 총 11개 지역으로 구분하는 방안을 검토하고 있다.우선 송전망 연결 구조에 따라 수도권 남부와 수도권 북부, 중부권, 남부권 등 4개 광역권으로 나눈다. 수도권 남부는 서울·경기 남부, 수도권 북부는 서울·경기 북부와 인천, 중부권은 강원·충청, 남부권은 경상·전라 지역으로 구성된다.여기에 행정안전부 지방우대지수와 산업위기지역 등을 반영해 1~4권역으로 다시 구분한다. 1권역은 서울·경기·인천, 2권역은 비수도권 광역시 등을 포함한 1권역 내 우대지역, 3권역은 기타 비수도권 등을 포함한 2권역 내 우대지역, 4권역은 3권역 가운데 추가 우대지역으로 구성하는 방식이다.제주는 도서지역이라는 특성과 전력 수급 여건 등을 고려해 이번 산업용 지역별 전기요금제 적용 대상에서 제외한다.지역별 요금 조정 폭은 광역권별 송전비용과 전력자급률, 권역별 균형발전 필요성 등을 반영해 결정한다. 정부 초안대로라면 원전과 재생에너지 등 발전원이 밀집한 남부권·4권역의 산업용 전기요금은 1kWh당 최대 18원 낮아진다. 지난해 산업용 전력 평균 판매단가인 181.9원의 약 10%에 해당한다.반면 전력 수요가 집중된 수도권 남부는 현재와 같은 수준을 유지하거나 1원 안팎에서 소폭 조정하는 데 그친다. 인천 등이 포함된 수도권 북부는 최대 10원, 강원·충청 지역인 중부권은 최대 15원 인하된다.정부는 수도권 산업용 요금을 올리는 대신 비수도권 요금을 낮추는 방식으로 지역 간 요금 차등을 두겠다는 방침이다. 이를 통해 전력 다소비 기업의 비수도권 투자를 유도하고 수도권으로 전력을 보내기 위한 송전망 건설 부담도 줄일 수 있을 것으로 기대하고 있다.문제는 한전의 재무 부담이다. 지역별 요금제 도입으로 줄어드는 산업용 전기요금은 약 2조8천억원으로 추산된다. 약 210조원의 부채를 안고 있는 한전으로서는 그만큼 부담이 커질 수 있다.정부는 지역별 도매가격제를 도입해 한전의 전력 구입비를 낮추고 일부 정부 재정 지원을 병행해 재무 영향을 최소화한다는 계획이다. 지역별 도매가격제는 전력 도매시장을 수도권과 비수도권으로 나눠 서로 다른 가격을 적용하는 방식이다.지역 간 요금 격차는 4년 등 일정 기간 유지해 기업에 안정적인 가격 신호를 줄 방침이다. 다만 세부 권역 구분이 아직 확정되지 않아 최종 재원 소요와 지역별 요금 조정 폭은 달라질 수 있다.김성환 기후부 장관은 "전력 다소비 산업의 비수도권 투자를 유인해 국가 전체적인 송전망 건설 부담을 근본적으로 덜고, 나아가 국가 균형발전과 우리 산업의 장기 경쟁력을 한층 더 높이는 계기가 될 것"이라고 말했다.이날 공청회에는 김 장관과 김동철 한전 사장을 비롯해 전력거래소, 학계·전문가, 산업계·발전사·지방정부 관계자 등 300여명이 참석했다.기후부는 공청회에서 나온 의견을 반영해 설계안을 확정하고 고시와 전기요금 약관 개정 등 후속 절차를 거쳐 연내 산업용 지역별 전기요금제를 도입할 계획이다.※CBS노컷뉴스는 여러분의 제보로 함께 세상을 바꿉니다. 각종 비리와 부당대우, 사건사고와 미담 등 모든 얘깃거리를 알려주세요.이메일 : [email protected]카카오톡 : @노컷뉴스사이트 : https://url.kr/b71afn。    SANTIAGO, Chile -- U.S. gymnast Jordan Chiles has dreamed about being a flagbearer at a major sports event since she saw her friend Simone Biles do it at the Rio de Janeiro Olympics closing ceremony. The 22-year-old managed to get her wish at the opening of the Pan American Games in Santiago on Friday.On Sunday, the silver medalist at the Tokyo Olympics made another dream come true; to lead the U.S. women's gymnastics team into a continental final and then to a gold medal. The U.S. topped the all-round women's competition with 165.196 points, with a big push from Chiles to give the Americans their sixth straight women’s team Pan American gold medal. “There's so many more dreams in this little body of mine,” Chiles told journalists after receiving her gold medal. “It was really cool to be the flagbearer, then coming out here to win gold with an amazing team.”The main rival for Chiles, Kayla DiCello, Zoe Miller, Kaliya Lincoln and Tiana Sumanasekera was Brazil's team led by Rebeca Andrade, an Olympic gold medalist and also a friend of Biles'.“Knowing I am the veteran, I trust these younger ones,” Chiles added. “They are not that much younger than me, so being able just to see their progress and do what they did ...
